Small businesses make up more than 50% of the U.S. and Canada GDP and play a critical role in the strength of the U.S. and Canada economies. New businesses have entered the market to provide new services including payments with a swipe through a dongle and other technologies. These new companies are creating change in the industry by simplifying the merchant experience and have expanded the market to smaller companies that previously did not accept credit cards. American Express’ Small Merchants business is responsible for third party acquiring partnerships, client management, trigger teams, analytics, marketing, acquisition operations and capabilities.
There is a significant opportunity to expand our coverage, improve third party acquiring models, drive growth through effective client management, create world-class analytics to inform our promotions and marketing initiatives and build the capabilities to create unique experiences for merchants. The Small Merchants organization has grown rapidly to create the right foundation to aggressively build the business and expand our relationship with our small merchant customers.
This position is an exciting opportunity for a candidate seeking to utilize his/her communication, relationship management, analytical, and creative problem solving skills within a fast paced, dynamic team. This Sr.Manager/Manager role will support the policy and oversight program for the Small Merchants external partner merchant acquisition programs in Canada. The successful candidate will work with external partners as well as colleagues across American Express, while being an active and contributing member to the Small Merchants Capabilities organization.
The Sr. Manager/Manager of Policy & Oversight is responsible for (a) supporting the development of third party acquisition policies/operating regulations in furtherance of Small Merchants strategic initiatives, business partner needs and industry alignment, and (b) supporting the execution of the Small Merchants Oversight Process in accordance with the Canadian Op Regs and Technical Requirements. This position will work with colleagues across American Express, including, but not limited to Compliance, Risk and the General Counsel's Office to deliver policy solutions that support key business strategies, goals and objectives for Small Merchants and, ultimately, the Global Merchant Services organization as well as an oversight program that allows for an annual review process for each of the program participants, as well as any additional necessary oversight throughout the year.
Responsibilities include:
* Identify and drive strategic initiatives in relation to Canadian third party acquisition policies/ operating regulations
* Create, in conjunction with US Small Merchants Policy, operating regulations (aka policy) for the Small Merchants program in Canada
* Develop new and revise existing third party acquisition policies to support Small Merchants business strategies, goals and objectives while meeting business partner needs and keeping pace with industry practices where appropriate;
* Evaluate, and recommend action on, new policy requests to ensure consistent, effective and comprehensive policy and strategies across the Network
* Work with Small Merchant Acquisition partners (Pricing, Risk, etc., ) to identify policy issues and/or gaps and drive to closure;
* Manage the semiannual updating and delivery of the Operating
* Analyze competitive intelligence to identify Amex strengths and gaps relative to industry standards and/or competition; action results accordingly (e.g. policy changes, communicate findings, etc)
* Serve as an internal consultant/subject matter expert in the third party acquisition policy area;
* Identify business needs for, and analysis and implementation of operational/technical solutions in support of Policy initiatives;
* Define/execute oversight process including annual reviews and business self-testing for third party program participants, assessing compliance against Operating Regulation and contractual requirements
* Create and execute senior management reporting on status of compliance program
* Manage/coordinate internal/external American Express audits of the Small Merchant program in Canada
* Execute operational risk requirements (e.g. PRSAs, etc) for third party acquisition program
Qualifications
* Highly self motivated, results oriented individual with strong project management skills and relationship skills to work cross-organizationally to influence and negotiate with other Blue Box entities, drive change, formulate and implement innovative policies as well as ensure a sound control environment within Small Merchants and externally with third party acquirers through reviewing compliance with Program and regulatory requirements.
* Minimum 3 years of experience in the payments industry. Knowledge of the merchant business preferred.
* Translate and interpret business strategies to clarify direction for policies and to gauge impact to current and future plans
* Strong collaborating and influencing skills, and an ability to work with complex Enterprise initiatives.
* Ability to work effectively in a matrix-managed environment.
* Excellent oral and written communication skills – especially critical for developing results reporting structure and output
* Excellent analytical skills. Demonstrated fact-based problem-solving and decision-making skills, and the ability to make tactical recommendations.
* Strong project management and organizational skills, to prioritize and participate in a variety of complex projects simultaneously.
* Tenacious and resilient self-starter, able to work independently with little guidance; comfortable with ambiguity and committed to meeting deadlines.
* Excellent relationship building and management skills, as well as interpersonal skills. Able to balance the need to “police” the third parties, while maintaining strong relationships.
* Able to articulate complex requirements and adapt messages to the audience at hand.
