The Deposit Insurance Corporation of Ontario (DICO) is an Ontario Provincial Agency established under the Credit Unions and Caisses Populaires Act 1994.  DICO is the prudential regulator and deposit insurer whose role is to protect depositors of Ontario credit unions and caisses populaires from loss of their deposits and contribute to the sector’s stability. Deposit insurance is part of a comprehensive depositor protection program for all Ontario credit unions and caisse populaires, which is backed by provincial legislation. DICO's deposit insurance protects eligible deposits held in Ontario credit unions and caisses populaires in the event that an insured institution is unable to repay all of its depositors.

FUNDAMENTAL PURPOSE:

As part of an Examination team, the Senior Examiner will actively participate in conducting the off-site and on-site portions of examination of assigned insured institutions for the purpose of identifying and assessing the levels of risk, as well as the compliance with legislation and relevant policy. The Senior Examiner will document findings, develop the appropriate recommendations to address the findings, and participate in the production of an Examination Report. When required, the Senior Examiner will additionally act as the Lead Examiner for specific examination mandates.

At all times the Senior Examiner will preserve and promote DICO’s reputation for integrity, professionalism and fairness in dealing with all stakeholders. Examinations will be conducted in accordance with the Corporation’s procedures as set out in the Examination Manual.

KEY RESULT AREAS - POSITION OUTPUTS:

1. Examinations

Off-Site portion
Develop examination scope in conjunction with Regional Manager and Analyst in order to establish risk areas to be reviewed. Establish data requirements for submission by institutions prior to examinations. Participate in pre-examination meeting to discuss logistics, role assignment and timing for on-site activity. Additionally, conduct and document the meeting when acting as Lead Examiner.
 
On-Site portion
Perform examinations at selected institutions in accordance with established criteria for the purpose of determining regulatory compliance and conformance with Sound Business and Financial Practices. Expand scope when justified by examination findings. Participate in the exit meeting to present and discuss significant preliminary findings with senior management, boards and audit committees of institutions. Additionally, conduct and document the meeting when acting as Lead Examiner

2. Reporting

Document the relevant examination findings and develop appropriate recommendations to address said findings. Participate in the production of an Examination Report that will be forwarded to the institution examined, as well as used internally by DICO as part of its risk-rating process for each insured institution. Additionally, be responsible for the coordination, production and quality control of the resulting Examination Report, subject to established time frames, when acting as Lead Examiner.


QUALIFICATIONS:

Requirements:
• Highly motivated, self directed, seasoned individual with strong interpersonal skills
• Ability to identify risk and recognize when an activity may expose the examined credit union to a loss and requires further investigation
• Minimum of 5 years of Commercial lending and/or underwriting experience
• Excellent writing skills to document examination findings and recommendations as well as participate in the production of the Examination Report
• Excellent communication skills
• capacity to communicate with authority
• capacity to ask probing questions to uncover areas of concern
• Willingness to travel within Ontario, with frequent overnights required
• Good understanding of general accounting standards
• Demonstrated knowledge of most or all of the areas examined (Corporate Governance, Legislative Compliance, Credit Management Risk, Market Risk, Interest Rate Risk, Liquidity Risk, Operational Risk, Enterprise Risk), acquired through the appropriate combination of formal training and practical experience.
• Capacity to comprehend complex documents and quickly grasp the issues of concern as outlined in:
• The Act and Regulations
• Sound Business and Financial Practices
• DICO’s By Law #5 & 6
• Ability to learn new tasks quickly and work with minimal supervision
• Ability to manage a team when acting as Lead Examiner
• Fully bilingual (French / English)
