The IBM Public Health Solution for Disease Surveillance and Management, or Public Health SDSM, application has been designed by health professionals to be an operational support system to help manage day-to-day public health responsibilities and effectively detect and manage health problems such as SARS, tuberculosis, influenza, and other communicable diseases that may pose an outbreak threat. (Note that in Canada, the official name of this solution is Panorama). Initially designed and developed for implementation and use by provincial and territorial jurisdictions across Canada, the IBM Public Health SDSM application is available globally. It provides public health professionals with integrated tools that assist in monitoring, managing, and reporting on public health.

We are seeking business analysts to support this solution:

The candidate will perform the following tasks:
• Elicit requirements using interviews, document analysis, requirements workshops, surveys, site visits.
• Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
• Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements .
• Successfully engage in multiple initiatives simultaneously.
• Develop requirements specifications according to standard templates.
• Collaborate with developers and subject matter experts to establish the technical vision and analyze tradeoffs between usability and performance needs.

Required skills:
  • Excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts.
  • Strong analytical and product management skills required, including a thorough understanding of how to interpret customer business needs and translate them into application and operational requirements.
  • Work independently with users to define concepts and under direction of Product Owners.
  • Flexibility and ability to take on different roles as needed.


    Nice to have skills:
  • The candidate has project experience working in the Public Health Sector.
  • Familiar with agile development.
  • Panorama experience: Case, Immunization, inventory management, family health

    Additional Comments:
  • The successful candidate must have strong English communication skills
  • Fluent communication in French (Oral and Written) would be considered an asset
  • Work well in a team based collaborative environment.
  • They must be able to take initiative and be self-directed.
  • Required
    • Bachelor's Degree
    • At least 2 years experience in Business Analyst
    • English: Fluent
    Preferred
    • At least 5 years experience in Business Analyst
    • French : Fluent
