VICE PRESIDENT, CREDIT
MOUNTAIN VIEW CREDIT UNION LIMITED
OLDS, ALBERTA

THE POSITION:
The Vice President, Credit is a member of the Executive Leadership Team. As such, this role is responsible, along with its peers, for the overall executive leadership of the Credit Union.  Reporting to the CEO, this position is responsible for maintaining the quality and growth of the credit portfolio; developing and implementing credit related policies, procedures and products; overseeing the credit administration function to ensure compliance with relevant policies and legislation; and serving as the Privacy Officer of the credit union.    

KEY RESPONSIBILITY AREAS:
Credit Products and Portfolios
  • Remain up to date and informed on all new credit products with particular emphasis on those that may impact on the markets of the credit union. Provide input into the development of profitable credit products and/or services.
  • Monitor economic and market changes and recommend the necessary precautionary measures to minimize risk exposure to MVCU.
  • Manage and control all lending portfolios and communicate directives to maximize profits within an established mix of loans.
  • Monitor Branch and Business Banking Centre (BBC) credit and communicate directives to maximize profits within established mix of loans.
  • Oversee Branch and Business Banking Centre (supervise and monitor) operations and service delivery systems related to credit.

Credit Sales and Growth
  • Assist in the establishment of overall corporate loan growth targets. Establish branch budgets that support the corporate goals of MVCU. Monitor budgets and take remedial action as required.
  • Provide direction and assistance in establishing sales targets for each Branch and the BBC as part of the incentive plan program.
  • Monitor sales trends by branch and initiate follow up action as required, provide recognition for branches and BBC meeting or exceeding sales targets.
  • Assist Branch Managers and BBC Managers in developing new accounts for potential growth. Support and participate as required in community events that promote MVCU.
  • Monitor and manage branches to ensure maximization of fee revenue for all insurance portfolios including Life and Disability, Mortgage, Loss of Employment, AD & D, etc.
  • In conjunction with the Executive Team, provide recommendations regarding service delivery channels and opportunities that may enhance sales and service.

Credit Administration
  • Provide written approvals/recommendations, as appropriate, within established lending limits.
  • Approve or recommend for approval all credit applications in excess of respective lending limits reviewing a suitable sample of loans below this limit. 
  • Maintain a loan file/application turnaround time targeted at 2 days from receipt.
  • Analyze, document and convey credit decisions to the respective lender, Chief Executive Officer or Credit Committee.
  • Ensure all loan applications to be submitted to the Credit Committee or to the Deposit Guarantee Corporation are reviewed and written in detailed and acceptable format prior to presentation.
  • Act as primary liaison with the Credit Union Deposit Guarantee Corporation for Mountain View Credit Union for purposes of lending.
  • Maintain thorough knowledge of the Credit Union Act and Credit Union Deposit Guarantee Corporation policies and direction.
  • Oversee and recommend changes to Consumer, Commercial & Agriculture lending procedures and policy.
  • Ensure lending authorities and limits are established & adhered to across the entire Credit Union and reviewed at least annually with the CEO.
  • Ensure all loans approved and/or reviewed demonstrate thorough analysis, represent reasonable risk, and are comprehensively documented as evidence of same.
  • Oversee Credit Support Services (supervise and monitor) operations and service delivery systems. 
  • Review all staff credit applications and provide the recommendation to Credit Committee.
  • Provide technical guidance and advice to credit staff to determine the most effective and efficient means to ensure MVCU’s exposure is reasonable on an ongoing basis subsequent to the original approval and/or advance. 

Department/Work Unit/Credit Union Support
  • Support CEO and Senior Management in setting short and long-term credit union goals; implement plans to achieve goals.
  • Support CEO and Senior Management in the development and achievement of sales targets and marketing plans.
  • Prepare various reports for monthly and quarterly review by the Executive Management, Credit Committee and Board of Directors.
  • Participate in credit union meetings and community meetings as required. 

Human Resource Management
  • Mentor and/or train credit as required to all lending staff on proper underwriting procedures and policy adherence.
  • Provide support to the Credit Department Lending personnel and Credit Support Services employees as required to insure sound implementation of lending policies and procedures is carried out.
  • Direct the loan officers in the design, negotiation and submission of credit applications.  Provide constructive feedback to the lending staff to mentor, train and ensure adherence to policy and procedures in the best interests of the credit union and the member.
  • Interview prospective employees and make hiring decisions.
  • Organize, schedule and monitor activities to ensure maximum service levels are being provided to members and that work flows smoothly.
  • Establish performance standards, conduct performance appraisals, identify training and development needs of staff; if necessary, initiate appropriate disciplinary action.

Privacy Officer
  • Maintain knowledge of privacy legislation and regulations; ensure all credit union operations comply with these standards.
  • Maintain knowledge of, and contribute to credit union’s information management practices, policies and procedures with regard to privacy related issues
  • Encourage compliance with the legislation throughout the credit union by promoting activities to foster information privacy awareness
  • Establish and administer a process for receiving, documenting, investigating and taking action on all complaints concerning the credit union’s privacy policies and procedures.
  • Establish process to respond to requests for access to and correction of personal information
  • Oversee, direct and deliver appropriate employee training
  • Perform ongoing review of policies, practices, forms, etc. to ensure compliance in all areas.
  • Act as a resource for all member and employee inquiries regarding privacy issues
  • Intervene on privacy issues relating to any of the credit union’s operations
  • Work with the Office of the Information and Privacy Commissioner during an investigation of a privacy complaint against the organization.


THE CANDIDATE:
The ideal candidate will bring to the role:
  • Post secondary education in business, finance and/or accounting, supported by role specific formal training (an MBA would be considered an asset), or a combination of education, experience and proven success.
  • 10+ years of progressive financial services leadership experience in a Credit Union, a financial institution, or in a related field. Preferred experience will include a previous multi branch environment role.
  • Thorough knowledge of the Canadian Credit Union System and the cooperative principles
  • In-depth and hands-on experience in loan portfolio management including products, functions, and processes
  • Demonstrated success in business development and marketing activities that result in business growth
